South Bank is an incredibly dynamic area and continues to undergo significant change, with high-profile development projects underway and more planned. For over 30 years, SBEG has been at the heart of these changes and remains committed to addressing the future needs of the area.

About the role.

We now seek an interim Head of Place Management to join our Place Management team. Whilst this is a maternity cover position, it is a critical appointment, with an equal emphasis on strategic oversight and operational delivery.

Our work is complex, and you must deliver to specific targets and objectives, while always looking ahead at how best to achieve our purpose. Reporting to SBEG’s Director of Place and working closely with all SBEG’s members and the wider business community, you’ll lead and deliver important work for SBEG, South Bank Business Improvement District, and Jubilee Gardens Trust. Whilst you do not have line management responsibility, you will work closely with a small team who are highly innovative and ambitious.

Who we are looking for.

We seek someone with experience in a similar role, with knowledge of how the urban public realm is managed and maintained. Experience in contract management, including contract review, negotiation and tender processes, and the management of contractors and suppliers is key. You will come experienced in managing projects and experience in developing specifications and managing procurement processes. A strong understanding of managing budgets, including those with multiple income streams and of multi-agency working is essential, including local authorities, the private sector, and community and voluntary organisations.

You will be able to advocate and influence in a complex and dynamic stakeholder environment and come with a natural ability to engage with diverse organisations and individuals. Whilst you need to be strategically minded and horizon scan, we need a ‘doer’ who can deliver practical results in this fast-paced role, often with demanding priorities.

Welcome to South Bank Employer’s Group (SBEG) and thank you for your interest in joining us as our interim Head of Place Management.

We champion London’s South Bank on behalf of businesses and employees, residents, students, and visitors: we set the agenda, facilitate cooperation, and deliver programmes that bring improvement and change. We protect and enhance this unique area for the benefit of all. As a not-for-profit membership organisation, we are proud of our history in achieving transformational change for South Bank since 1991. It’s fair to say we think big and we make an impact. SBEG is a fascinating and complex organisation which has achieved an incredible amount over the last 33 years.

Our innovative approach has been at the heart of making South Bank the place it is today — an internationally important destination, an economic powerhouse, and a real and authentic neighbourhood with diverse residential and student communities. We deliver and manage several services that are vital in keeping the neighbourhood safe, clean, and green and we are responsible for managing a variety of funding that benefits the area, including revenue from our members and other organisations, the London Eye, and South Bank Business Improvement District (BID). SBEG and its work helped inspire the UK’s BID model and in 2014 we launched South Bank BID to enable more local businesses to get involved in improving, managing, and promoting South Bank. In early 2024 we received a 99% Yes vote in the ballot for the BID’s third term.

We were the first neighbourhood in London to create a destination brand and website, South Bank London, through which we promote South Bank to Londoners, and UK domestic and international audiences. Our vision for a better South Bank transformed Jubilee Gardens into one of central London’s most iconic and busiest green spaces in time for the 2012 London Olympics, which were reopened by Her Majesty Queen Elizabeth II. We continue to manage and maintain the Gardens on behalf of Jubilee Gardens Trust.

As interim Head of Place Management, you will play an important role in helping to deliver our strategy, driving forward many aspects of our day-to-day operations, and taking an innovative and solution-focused approach to what we do, whilst always working to our values of Partnership, Just, Potent, and Disruptor. Our passion and drive to continually make South Bank even better means we have ambitious plans, and you will play an important role in shaping several of our services and projects to ensure that they deliver to the needs and expectations of our members and partners.

This is a critical role, with an equal emphasis on strategic oversight and operational delivery. You will deliver specific targets and objectives, while always looking ahead at how best to achieve our purpose. Reporting to SBEG’s Director of Place and working closely with all SBEG’s members and the wider business community, you’ll lead and deliver important work for SBEG, advocating and influencing in a complex and dynamic stakeholder environment whilst continually delivering practical results in what is a fast-paced role, often with demanding priorities. You will join a small team with experience and knowledge, and who are passionate about our work.

South Bank is a dynamic neighbourhood and continues to undergo significant change. With many high-profile development projects underway and more planned, it’s a place that’s continually redefining aspects of urban and neighbourhood management. For over 33 years, SBEG has been at the heart of these changes and remains committed to addressing the future needs of the area. We work to tackle South Bank’s ongoing investment needs, to ensure that our voice and that of our members are heard.

SBEG coordinates and delivers vital services in the neighbourhood, including cleansing and graffiti removal; enforcement against illegal trading and anti-social behaviour; running a comprehensive security and patrol service for businesses and visitors; coordinating construction activity throughout the neighbourhood; and improving the public realm through the coordination and delivery of capital projects.

We also provide a strong coordinated voice for our community on policy, plans and other matters affecting the South Bank neighbourhood. We are working with statutory authorities on greater localisation of service delivery in the neighbourhood and managing existing environmental and capital improvement projects in the area. We manage Jubilee Gardens, one of central London’s most heavily used areas of green space, through a service-level agreement with the Jubilee Gardens Trust (JGT).

SBEG led the establishment of the South Bank Business Improvement District (BID) which has been running since 2014 and achieved incredible success at its renewal ballot in 2024. The establishment of the BID has broadened our engagement with local businesses, with approximately 200 businesses paying the BID levy — which collectively supports a range of services and activities across the South Bank. Through a Service Level Agreement, SBEG delivers all services to South Bank BID Ltd, including operational delivery, marketing and communications, business engagement, corporate governance, financial management and audit functions.

Through the South Bank London brand, we market and promote South Bank as one of the capital’s top destinations and as the cultural heart of London to a range of specific London, national and international audiences, and work closely with those visitor attractions that make the neighbourhood one of the most exciting and culturally rich in the world.

The COVID-19 pandemic had a profoundly negative impact on South Bank and ensuring that the area successfully recovers is a significant priority for SBEG and our work.
