About the role

With a presence in 15 locations between the historic seaside towns of Scarborough in the North and Skegness in the South, TEC Partnership delivers wide-ranging, high-quality, further education provision to 20,000 students each year. Additional pockets of provision are also delivered across the East and West Midlands, giving the organisation one of the widest catchments of any further education college in the country.

Following successful mergers, the appointment of our CEO, the formation of a new management team, and more recently, an independent review of governance, this recruitment process represents an exciting next chapter for TEC Partnership. The first chapter having been the successful appoints of our Chair of Corporation, Director of Governance, and Chair of Audit Committee earlier this year.

As a Governor of TEC Partnership, you will have the opportunity to support an organisation which is delivering outstanding, inclusive education to thousands of students, many of whom live and work in some of the most deprived communities in the country. You will be able to use your professional expertise to challenge, scrutinise and advise us as we look to further strengthen our governance and improve our organisational performance.

Through your understanding of the needs of the communities we serve and the stakeholders we partner with, you will be contributing to the successful delivery of our mission, striving for excellence and innovation in all that the organisation does. With your support, scrutiny and advice, we will be able to achieve our strategic goals and improve opportunities for our students for generations to come.

Who we are looking for

Recent organisational developments coupled with our growing reputation as a vibrant, socially and community-focused organisation have given our Board a renewed and re-energised focus on enhancing the effectiveness of our corporate governance and achieving the plans set out in our governance plan.

To ensure that our governance continues to thrive, that our committees offer the necessary robust scrutiny, and to be in a position where we can offer our executive leaders relevant support and advice, we are seeking to appoint six new members to our Board. Each appointed person will join the Governing Board of TEC Partnership as well as a sub-committee which best aligns with their area of expertise and interests.

Through these appointments, we are seeking to add additional value to our strategic discussions and ensure these align with our core mission and organisational values: respect, ambition, inclusiveness, and sustainability.

We are looking to engage the following areas of expertise to further enhance the support, challenge and professional discussion around our Board:

Finance expertise

Given the organisational development we have experienced and the complex funding streams that we must navigate, coupled with the scale and ambitions for our estate, our financial health is clearly of vital importance to us.

With financial health currently graded as Outstanding and with an annual income of c.£60million, we seek to appoint a professionally qualified finance leader to our Board who will be able to help us sustain and further improve our financial position.

You will be a senior financial leader with a track record of successfully and strategically influencing spending, experience in leading large-scale projects and an ability to generate investment through collaboration and partnership and be confident in your ability to offer advice and support to your executive leaders.

We would welcome applications from individuals who have experience working within the commercial or public sector and anticipate the appointed individual will join our Finance & Resource Committee.

Community development

We continue to be inspired by the work of local organisations who continue to go above and beyond to support the development of the communities that we serve. Across our region, many organisations are supporting the education, health and social mobility landscapes, and we are proud to play a part in this wider regional development.

We believe that to better support this continuous drive towards regional prosperity, we need to better connect with those organisations who focus on supporting this growth and development. Whilst we already have a diverse range of relationships with local community partners, we would like to extend this further by appointing a leader from a local community-focused organisation to our Board. We believe this will not only help us be more aware of what we can do to create a more inclusive offer as an education provider but also to understand how we can better support the wider, diverse communities we serve.

HR expertise

As you will see from our history and our key documents, we have been through a long period of considerable organisational change and successful growth across a wide geographic area. Throughout this whole process we have been very mindful of ensuring that our staff our supported and that their welfare, along with that our students, is of paramount importance. As we continue to achieve great success across our organisation, we aim to ensure that our colleagues remain safe, supported and appropriately rewarded for their work with us. As such, we seek to appoint an experienced, senior, HR professional who can offer their expertise in this regard to our board. The successful candidate for this particular role will bring a broad understanding of HR practices to our board which may include experience of organisational development, strategic policy implementation and the embedding of cultural change. We will welcome applications from candidates with experience gained in a broad range of sectors.

Leaders of businesses across our region

As an organisation that aspires to always be connected with local businesses, we are always seeking to maximise opportunities to develop new relationships, which can help inform our curriculums, support local employers and create new and exciting opportunities for our learners.

As such, we will welcome applications from individuals working within – and leading – businesses across the region. We believe that by having such individuals join our Board, we can reflect on the suitability of our curriculum offer thanks to your expertise, build new relationships with new stakeholders and ensure that board members continue to be positive ambassadors for the organisation.

For each of these roles, we welcome applications from people based across the whole region that we service, including those in Scarborough, Skegness, Grimsby, Beverley or anywhere in between!

SEND expertise

As an organisation that supports the education, training and development of such a diverse group of students, it is vital that our board considers the learning needs and wellbeing of all of our learners. We are proud that, as an inclusive organisation, we have a growing number of learners with SEND. Each of these is supported by a dedicated team of experts whilst at college. However, we recognise the need for our Board to be satisfied that the provision and support we offer these learners remains appropriate and of the highest quality.

As such, we seek to appoint an individual to our board who has knowledge and experience of supporting young people and adults with SEND. The appointed in candidate will offer their professional expertise to support and scrutinise our practice in this specific area whilst also engaging in the wider business of the board with our other governors. Candidates for this particular role may work in non-mainstream education, the charity sector, or a different setting entirely. What we hope to achieve is the appointment of governor who has a genuine interest in supporting our learners with SEND.

Expectations and Commitment

Appointed candidates will be required to join our full board meetings along with the appropriate committee meetings to which they are connected.

Our board meetings are currently held in person, and these rotate around each of our main sites, allowing governors to gain a broad picture of our estate, student body and provision through their attendance. Attendance at our board meetings is also possible via video call. Our committee meetings are currently held virtually.

We offer a full induction process along with a range of training each term so that our governors feel supported and effective in their roles. Finally, we also host a board development day each May.

In total, we believe our board members dedicate no more than 10 hours per month to their role as governor.

Welcome from the Chair

At the TEC Partnership, we put our students, and their learner experience, at the heart of everything we do. We are proud to be one of England’s largest providers of further and higher education delivering high-quality education and training to over 20,000 learners. Every student matters.

Our staff are the key to our success and are committed to the delivery of high-quality teaching and communication, and our Board members oversee and share their commitment. Together, we are motivated to do our best, and our culture promotes teamwork and setting high standards.

We are on an upward trajectory, having been accredited as “Good” in our last Ofsted inspection, with an ambitious but realistic goal to reach “Outstanding”. Internally, since that last inspection we have achieved further, measurable progress, and we are continuing to push forward. However, our progress to date does not make us complacent; there is still much to be achieved.

In May, new vision and values, and the strategic plan to 2030 was approved, and this was achieved through gathering student and staff feedback through workshops and surveys, as well as governor review. The time and commitment from students and staff, reinforces the culture and commitment of the group.

The TEC Partnership has and has Foundation Degree awarding powers. Supporting our learners to achieve their goals and ambitions, to realise their full potential and to access appropriate career and employment opportunities is what we continually strive for. With a rich history of developing innovative training and education solutions for the community, the Partnership comprises of the Grimsby Institute, University Centre Grimsby, Scarborough TEC, East Riding College, Skegness TEC, Modal Training, National Employer Training (NET), The Academy Grimsby, which offers an alternative educational route for 14– 16-year-olds, and Career 6, the next generation of sixth form focusing on career paths.

We are a multi-award-winning organisation, having recently being awarded the prestigious Queen’s Anniversary Prize for its innovative use of digital technology for education, work and life. We have also won numerous Beacon and technology awards over the last five years and are at the national forefront of digital technology.

The Partnership benefits from a committed leadership team, with experience of the group, and wider sector. They are very supportive of the corporation board, responding well to the challenges we present.

The TEC Partnership’s Apprenticeship provision covers an extensive range of programmes with the largest numbers being in engineering, construction and building services. We work with over 1,000 employers and focus on providing learners with the skills and training that the industry requires, by building relationships with local, regional, and national employers.
