About South Gloucestershire & Stroud College

South Gloucestershire and Stroud College (SGS) was created in 2012 with the dissolution of Filton College and Stroud College, respectively, and the constitution of a new College. The College has a turnover of £44m and delivers a wide range of academic, vocational, professional and Higher Education courses of both a full-time and part-time nature. The College also sponsors a small Academy Trust, including a school for children with autism, a University Technology College and an 11-16 school (although the Trust is not part of the College from a governance perspective).

SGS has three main campuses, Stroud, Filton and WISE, as well as many local community venues. We also have venues in Berkeley, the centre of Bristol, at the West of England Academy of Art and Bristol Zoo Gardens. We welcome around 15,500 full-time and part-time students of all ages each year, with our largest cohort being almost 5,000 16–18-year-olds.

As a Regional College, we offer a wider range of vocational and academic courses in a broad range of subjects from business to sport, performing arts to media. Whatever our students want to study, there is bound to be a course that suits their needs. What is more, SGS has an excellent reputation for delivering work-based programmes, such as apprenticeships, higher apprenticeships, and professional training. If it is a practical course for a chosen career, it is likely we have a solution. We are committed to giving every one of our students the best possible education.

Our campuses comprise a variety of buildings in great locations. Filton and WISE, and our new construction training centre at Horizon 38, are within easy reach of Parkway Station, the M4/M32 interchange and the centre of Bristol. Our Stroud Campus is based in the beautiful Five Valleys in the county of Gloucestershire, and Berkeley is at the innovative Gloucestershire Science & Technology Park.

The College is structured as a group with the Group CEO, Kevin Hamblin, as the Accounting Officer of the College and the subsidiary company with Sara-Jane Watkins as the College Principal leading the College operationally.

In early 2024, we were inspected by Ofsted and are proud to share our judgement of Good overall with Outstanding features – a reflection of the hard-work and commitment of our people, stakeholders and governors.  Financially, the College retains Good financial health and has pursued a policy of reducing our gearing in recent years funded through growth.

About the role

Being a Governor in the FE sector is like no other voluntary role. With South Gloucester & Stroud College (SGS), you will work as part of the Corporation, led by our experienced Chair – Matt Atkinson, in overseeing the strategic direction and pace of the College, ensuring effective oversight of a high-quality and economically focused curriculum offer, whilst ensuring organisational finances are well planned and risk is well mitigated.

The Board is ultimately accountable for the proper use of the public funds entrusted to the College.

Governors, whether in a formal meeting or in situations where they are representing the College as an ambassador, must ensure they give sufficient time to their duties and undertake the role with rigour, acting as a critical friend to the Group CEO, Kevin Hamblin, and his executive leadership team.

There is an important distinction to be drawn between these responsibilities and that of the day-to-day management of the College. The Corporation establishes and maintains the framework within which the College group functions, holding the Group CEO and other executive leaders accountable for the effective management of the College and the execution of the strategy.

The strategic direction of the College’s development should inform the decisions of the Board in exercising its powers and undertaking the specific duties summarised below:

  • determining the educational character and mission of SGS College.
  • overseeing its activities.
  • the effective and efficient use of resources.
  • the solvency of the institution and the Corporation, and safeguarding their assets.
  • the appointment, grading, suspension, dismissal and determination of pay and conditions of service of holders of senior posts.
  • setting the framework for the pay and conditions of service of all other staff.

Who we're looking for


We are looking to engage a professionally qualified Governor who has a passion for vocational and professional education and training, and a commitment to supporting the College’s ambition to build on the successes and use the strengths of collaborative working. This passion and commitment should be underpinned by a track record of significant and impactful strategic leadership in one or more of the following areas of expertise:

  • Finance
  • Audit
  • Risk management

The role offers a fantastic opportunity to join an ambitious and committed Corporation, and genuinely have an impact on the future success of the College, the students and communities.

strategy and an ambition to be the very best educational provider by ensuring the College continues to make a demonstrable and positive contribution to the communities they serve.

With an experienced and expert college executive and senior leadership team, you will be called upon to work closely with college leaders whilst being attuned to the political and commercial influences of external stakeholders and ensuring that the students and communities are kept at the very heart of everything we do.

The challenges ahead will be around responding to student growth by increasing our capacity within a very challenging environment for capital investment. Additional issues of constrained funding levels, rising costs and attracting, retaining and motivating staff will also be significant issues in the medium term.

If achieved, it would enable the college group to grow and continue its positive and influential trajectory.

The college campuses in South Gloucestershire sit within a significant housing and employment growth area. Some 35,000 new homes and 17,500 new jobs will be delivered within the next decade providing an opportunity for our college to grow, however, capital funding is scarce in this current climate. At the Stroud campus, we have developed and implemented the direct recruitment of Year 10’s (14-year-olds), which again will require increased estate capacity to house the additional students and associated support services.
