About the role.

The Director of Qualifications and Standards oversees the design, development, implementation, and maintenance of the organisation’s qualifications and assessments. The post holder will form part of VTCT’s leadership team and assume the role of Deputy Responsible/Accountable Officer to qualification regulators.

This position requires substantial understanding and experience of awarding practices and processes. This includes product development, assessment design, development and delivery, quality assurance, a strong understanding of qualification regulation and compliance and the evolving vocational and technical qualification landscape.

The post holder will lead the Qualifications and Standards Division throughout the entire qualification lifecycle, including the design and development of qualifications, assessment creation, marking moderation and verification, quality assurance and on-time delivery.

Ultimately, the post holder will guarantee secure awarding outcomes and ensure all qualifications and assessments comply with relevant regulatory conditions and principles.

Who we are looking for.

The ideal candidate for this role will possess extensive experience in leadership within an awarding organisation and a strong understanding of compliance, regulation, and assessment. We are open to candidates who have not held a director-level post before, but you must demonstrate the ability to hit the ground running.

You should have a proven track record in education management, successfully leading the development, delivery, and review of high-quality qualifications that meet regulatory requirements and industry needs. You must bring a transformative approach, enhancing the department’s focus by balancing regulatory compliance with a more client-centric perspective. Through demonstrated experience, you will ensure that service excellence and compliance go hand in hand.

You will also bring experience in building and managing teams, particularly in leveraging external experts and project management to enhance efficiency. A strong commercial acumen, preferably from experience in commercially focused organisations, will be crucial to driving VTCT’s growth and diversification strategies.

The ideal candidate will be adept at working remotely but willing to visit the office bi-weekly and manage a geographically dispersed team. You should exhibit strong leadership qualities, hold senior staff accountable and drive structural and strategic changes to align with the organisation’s goals.

In addition, you will have a deep understanding of assessment design environments, ideally extending beyond Vocationally Related Qualifications (VRQs) and bringing experience in high-stakes assessment, including series-based assessments. Experience in developing associate networks to support an efficient workforce is critical.

Finally, you will be hands-on, detail-oriented, and collaborative, maintaining a culture of inclusivity and continuous improvement within the department. Imperatively, you will bring a genuine passion for education, a commitment to lifelong learning, and the ability to drive innovation in qualification development and assessment. Proficiency in data analysis, familiarity with emerging educational technologies, and a strong commitment to ethical practice and integrity are also vital.

Welcome from Chief Executive

We are delighted that you are interested in joining the Vocational Training and Charitable Trust (VTCT) as our Director of Qualifications & Standards.

It is an exciting and complex time for the organisation. We are working hard to deliver a change programme that rises to the genuine skills and productivity challenges employers, governments, learners, and apprentices worldwide face. We want to ensure our qualifications, assessments, centre and learner services, and programmes are fit for now and are set to deliver for learners in the future. We also want to ensure we are in the very best place to respond to any change in government and their priorities for vocational and technical qualifications, including T-Level delivery, curriculum change, and apprenticeship assessment in England. Crucially, we must also be able to deliver the regulations and qualification initiatives of other UK national governments and international countries. All of this is combined with providing qualifications with our “heritage sectors” of beauty therapy, hairdressing, barbering, and complementary therapies whilst also setting out to expand our services in early years education, functional skills, health and social care, and logistics.

Our new Director of Qualifications & Standards will be a critical part of this, overseeing our qualifications and assessments’ design, development, implementation, and maintenance. Accountable for ensuring our qualifications, assessments, and related services meet our customers’ requirements while aligning with educational and regulatory standards.

We aspire to be the most responsive awarding and apprenticeship assessment organisation, delivering to our over 100,000 learners annually and 2,200 training providers worldwide. We seek to adopt an enterprising, commercial outlook set firmly within a charitable mission of advancing education for the public benefit.

We are delighted that you have shown this initial interest, and we look forward to receiving your application and meeting you to discuss the role further.

Yours faithfully,

Alan Woods OBE

Chief Executive

About VTCT

Innovation, strength and heritage

In 1962, VTCT’s founder started the UK’s first beauty training school, Du Barry International. One year later, he revolutionised the approach and professionalism towards this new industry, introducing the role of ‘beauty therapist’ and setting up the first professional association for beauty therapists, which included a new examination system entitled the Society of Health and Beauty Therapists.

The success of this new system gained momentum and was recognised and joined by colleges worldwide. In the 1970s, the International Health and Beauty Council (IHBC) was established as the market leader. Later, the IHBC became a charity, renamed the Vocational Training Charitable Trust (VTCT).

Over time we have continued to drive our “heritage” sectors. Our VTCT footprint has evolved more broadly into health and well-being, which, in addition to beauty therapy, now includes hairdressing and barbering, health and fitness, complementary therapies and medical aesthetics.

In 2016, VTCT acquired its long-standing competitor, iTEC (itecworld.co.uk), forming a powerful alliance under the control of the VTCT Board. ITEC’s strong international focus, external examiner approach, and portfolio of graded qualifications have further strengthened VTCT’s position as the market leader in these sectors.

The services to people and health and well-being sectors are continuously evolving, as are the requirements for qualifications to support those entering and progressing within the sectors. That’s why we partner with employers and our customers to co-create industry-recognised, high-quality, innovative qualifications and assessments that address specific markets’ needs. We are committed to outstanding technical and customer support and thrive on long-standing relationships with our customers, ensuring our training providers grow and their learners succeed.

Over the years, we have continued to adapt to keep up with the external world, the sector’s changing needs, technological advances, and related sectors’ growth, such as aesthetics. We want to see how we can further evolve and support businesses and individuals, balancing our vital work in the UK with our overseas markets.

And we have grown again…

At the beginning of March 2022, VTCT acquired the awarding and apprenticeship assessment organisation, Skillsfirst. Skillsfirst delivers several qualifications and apprenticeship assessments with market-leading positions in health and social care, as well as children and young people. It has also genuinely transformed the qualifications market with remote invigilation of Functional Skills Assessments in Maths and English and the development of innovative qualifications such as LGBTQIA+ inclusion qualifications for different occupational sectors.

Skillsfirst works with key employers such as DHL, BT, SAGE, Busy Bees, and Kidz Planet.

In June 2023, the VTCT group expanded further by acquiring Skills for Logistics. Skills for Logistics is the largest sector specialist organisation with an extensive customer base, enjoying a 25% apprenticeship assessment total market share with a wide range of

logistics apprenticeships, including LGV Drivers, Supply Chain Warehouse Operatives, Supply Chain Practitioner, International Freight Forwarding and Commercial Procurement and Supply.

We believe there are many opportunities to grow the activities of all the group companies to meet our ambition of a £15m+ turnover charity serving over 150,000 learners worldwide by 2026. Our financial progress and statements can be found at VTCT— Charity Commission.

Our Purpose and Mission

  • Transforming lives through skills.
  • Setting a new standard for skills worldwide.

Context

The education, labour market and skills sectors are challenged with constant change and reform impacting colleges, private training and apprenticeship providers across the UK. These changes result in market change for the technical and professional sectors we serve, and this trend is evident across all industries with which we work. Technical and vocational education awareness continues to grow and is supported by the emphasis placed by all governments on skills development and progression. Increasingly, apprenticeships are leading the way in changing perception, and we are market leaders in over 33 apprenticeship standards across the group.

Vision

VTCT envisions itself not just as a leader but as the dominant force in the hair and beauty skills sector, providing awarding, assessment, and a comprehensive range of professional support services. We also become a significant player in the early years education market, offering a complete suite of solutions to empower this vital sector. To extend our impact on the skills landscape, we will pursue ventures in additional sectors and introduce related services that complement our core expertise.

This expansion will be achieved through strategic partnerships with key industry stakeholders, ensuring our services are tailored to meet specific needs. Beyond qualifications, we will diversify our revenue by offering professional support services, including professional registers and training. This multi-faceted approach positions VTCT firmly in skills development, not just in hair and beauty but across a broader landscape. We will achieve this by working collaboratively, fostering innovation, and expanding beyond awarding and assessment to create a comprehensive ecosystem that supports learners, providers, and employers.

People @ VTCT

Despite changes to the education and skills sector, VTCT’s strategy recognises that, first and foremost, our people remain our most valuable resource. We are committed to building a collaborative, inclusive, diverse, equitable and safe working environment underpinned by a culture based on our values.

We are proud of our reputation and inclusive approach, enabling individuals to achieve their potential and progress in their chosen career pathways. Education’s importance is evident, and we acknowledge the positive impact of education and the potential to transform lives by overcoming educational and economic disadvantages. We celebrate and champion diversity and exceed expectations in our drive for inclusion and community development.
