Director of Governance & Company Secretary – New City College Group

New City College Group

New City College Group, the fourth largest provider of further education in the UK, is seeking to appoint a highly experienced governance professional to the position of Director of Governance & Company Secretary.

  • Location: London
  • Salary: £65,000

About the role

The Director of Governance & Company Secretary reports directly to the Chair of the New City College Group Corporation – its Board.

With senior responsibility for all governance affairs and scheduling across the Group, and with line management responsibility for the Clerk to the Havering Colleges Local Board, the post-holder will provide advisory, strategic and administrative support to the Corporation and ensure compliance with the Governance Code adopted by the Corporation and reported to the funding bodies.

Independent from the executive, though ensuring a collaborative relationship exists between the Board and the senior leadership team, the post-holder will offer counsel to both so that New City College Group operates within its lawful powers for the benefit of its communities.

Who we're looking for

The role of Director of Governance & Company Secretary at New City College involves far more than the average Clerk to the Board role. As a senior post-holder and officer of the Corporation, the role will lead improvements in non-executive oversight and review the recommendations given following a recent independent review of governance across the Group.

As such, it’s important to us that candidates have equal measures of leadership ambition and board secretariat experience. You’ll understand the legal frameworks within which FE boards must operate and have the natural ability to advise the Members of the New City College Corporation, ensuring compliance with the Governance Code adopted by the Board. The Director of Governance & Company Secretary will have a keen eye for detail and the ability to plan and organise Corporation affairs and provide counsel.

Your experience will come from servicing committees, boards and corporate bodies in the public and/or private sector in the capacity of Clerk, Company Secretary, Solicitor or Governance Advisor/Director. It is possible that your experience comes from working within the FE/skills sector, although we do welcome applications from candidates applying from outside of the sector. This role acts as a crucial point of contact for advice, support and leadership within the New City College Group.

Dear Candidate,

Thank you for your interest in the role of Director of Governance & Company Secretary at the New City College Group.

The New City College group, formed by the mergers of Tower Hamlets, Hackney, Redbridge, Epping Forest and Havering colleges, is one of the largest and most exciting further education environments in the country with a powerful presence in the London region. A clear priority since our mergers has been to share expertise, effective processes and the very best in teaching practice. This is already showing positive results, and there is more to do.

Our governors, senior managers and staff teams are focused on taking this journey forward. We have an ambitious strategy with significant planned developments which will make sure that our students and communities can continue to access the very best in education and training – now and in the future. Working in close partnership with our Group Principal & Chief Executive, our new Director of Governance & Company Secretary will have extensive experience and understanding of advising and supporting non-executive boards to deliver positive strategic outcomes for their customers, clients and communities.

This opportunity at New City College provides an ambitious and experienced clerk/governance advisor/company secretary with opportunities to develop their skill-set outside of a traditional Clerk to the Corporation role. Our governing body is clear about the challenges we face, and this role will be crucial in supporting the College to meet its new strategic aims.

We very much look forward to hearing from you.

Rob Hull
Chair of the Corporation

New City College Group was formed by the mergers of Tower Hamlets College and Hackney Community College in August 2016, Redbridge College in April 2017, Epping Forest College in August 2018, and both Havering College of Further & Higher Education and Havering Sixth Form College in 2019.

It is the fourth largest further education organisation in the country with an income of £105.6m per year. Since the mergers, a relentless focus on quality of teaching, learning and assessment has resulted in improved outcomes across the group.

Alongside this, investment in buildings and facilities has enhanced teaching and learning environments and equipment at all campuses. The Hackney and Redbridge campuses have seen significant and much-needed refurbishment, and a new, dedicated A-Level Academy has been developed within the group to make sure young people in Hackney and Tower Hamlets continue to have access to a broad and relevant range of A-Levels.

The College educates and trains over 9000 young people and 20,000 adults each year and employees a talented workforce of 1800 staff.

The College is widely considered the leading provider of education and training in East London and South Essex with their growth being firmly focused in these regions.

The Board of the College, known as the Corporation, is made up of a diverse collective of skilled senior executives with broad ranging  experience of business, education, industry and public service who are all committed to ensuring the College continues to realise success in student outcomes and organisational finances.

The Corporation reviewed its strategy and in its meeting in July 2017 confirmed that by 2022 New City College will:

  • Be regarded as the first choice for young people, adults, apprentices and businesses who wish to prepare for further study, employment or improve their skills.
  • Be recognised for its key specialisms across east London and beyond.
  • Have created a 21st century learning environment across the college by rebuilding the Poplar campus and investing significantly in other sites.
  • Have successfully implemented a new approach to staff development that is highly valued across the college and includes our own, expanded teacher training department.
  • Be financially stable and debt free.
  • Be a confident, dynamic influencer of skills policy across London.
